CLASSIFICATION: Regular, Full-time (40 hours/week) (43
weeks/year)
Universal Essential Functions
-
Be familiar with and adhere to the Head Start
Program Performance Standards, State of Michigan
licensing requirements, Education and Children's
Services (ECS) policies and procedures and agency
personnel policies and procedures.
-
Maintain an open, friendly, professional
relationship with all staff and families, to include
respect for culture, diversity and ethnicity.
-
Assist families as needed to ensure quality,
comprehensive services.
-
Maintain confidentiality at all times.
-
Attend training, planning and regular meetings as
needed/required.
-
Foster communication among staff and families to
promote strong, supportive teams and resolve
conflict in an appropriate problem solving manner.
-
Maintain accurate documentation and complete written
reports as required by position.
-
Be familiar with and adhere to the child/elder abuse
and neglect reporting laws.
-
Encourage volunteerism and maintain accurate
documentation of In-Kind contributions.
General Essential Functions
-
Provide training and guidance in the areas of
Disabilities of ECS staff, families and community
partners.
-
Understand and model early childhood best practices,
based on HSPPS and "Developmentally Appropriate
Practice" (DAP).
-
Provide input for monthly family/child services
reviews.
-
Participate in annual Service Plan update.
-
Plan and participate in twice annual Advisory
Committee meetings.
-
Give input to the Director of ECS, Assistant
Director of ECS, Site Coordinators, and Classroom
Staff regarding resources or materials needed for
quality 0-5 programming.
-
Maintain written documentation of site visits and
input training provided into ChildPlus.
-
Provide information monthly (or as requested) to
Assistant Director, Community Action Board and Head
Start Policy Council members.
-
Develop and maintain positive relationships with
community partners and represent Education and
Children's Services on boards and committees.
-
Meet with Assistant Director an Director regarding
the monetary needs of his/her area.
-
Partner with Management Team to develop and review
policies, procedures and systems to ensure the
implementation of a high quality program.
-
Attend conferences/training to continue professional
growth and development.
-
Participate in all required Community Action and
program meetings.
-
Participate in annual program self-assessment and
continuous quality improvement initiatives of the
overall program.
Position Specific Functions
-
Identify needs and refer children to appropriate
agencies/professionals for screenings, evaluations,
treatment and/or therapy and support classroom
staff in meeting the needs of children with
disabilities.
-
Ensure that health, social, emotional and disability
screenings and other requirements are done in a
timely fashion.
-
Ensure program compliance in meeting the 10%
disability enrollment criteria as stated in the Head
Start Performance Standards.
-
Provide disability & mental health observations and
follow-up needed and/or as determined by the ECS
team.
-
Share information regarding child progress with team
members regarding children with disabilities.
-
Ensure that an appropriate ongoing child assessment
system is fully implemented, relevant training is
provided to staff, and that Head Start "Child
Outcomes" information is used to inform program
planning and program quality improvement for
children with confirmed disabilities & behavioral
issues.
-
Provide training and consultation to ECS staff,
targeted classroom observations, and professional
feedback for ECS programs.
-
Provide initial orientation on disabilities & mental
health services to new ECS staff and partner with
supervisors to plan and provide individualized new
staff training to ensure program requirements are
met.
-
Oversee contractual staff in order to complete
Community Action Education Program Mental Health
Observations (MHO) at least twice a year in all
Early Head Start & Head Start classrooms.
-
Plan, develop and implement a variety of social work
related program activities (e.g. child abuse
prevention, parent education and recruitment
programs).
-
Monitor social service referrals; and monitor family
satisfaction with referral process.
-
Establish formal and effective lines of
communication with service providers in the
community by identifying key contact persons,
providing information on the Education Programs
(Head Start, Early Head Start, GSRP) with emphasis
on services to families and establishing referral
and follow-through procedures for effective
provision of service to families.
-
Develop interagency agreements with area school
systems (ISD and LEA) that are involved in provision
of special education and related services.
Update agreements annually. Work with these
and other local agencies to ensure provision of
services for ECS children.
-
Participate in Individualized Education Program (IEP/IFSP)
meetings with local school districts and parents to
determine qualification for services and service
provision.
-
Act as an advocate for families and children while
empowering parents to be advocates for their
children.
-
Serve as resource to staff and families on mental
health and social services to ensure appropriate
referrals.
Qualifications: Minimum
of a Bachelor's Degree in Early Childhood Education,
Special Education, Child Development, Family Life
Education, Health or related field with a minimum of 18
hours coursework in early childhood development
required. Experience with 0-5 programming, training and staff
development preferred.

Experience:
Between one and three years of progressively more
responsible early childhood education and/or special
education experience. Proven track record with
early childhood programming with emphasis on very young
children. Experience with families in childcare,
preschool, and/or infant/toddler settings.
Experience with best practices for early childhood and
family centered services, including curriculum,
anti-bias classroom practices, classroom observation
techniques, child and adult learning styles.
Familiarity with ADA and IDEA requirements as well as
other applicable regulations related to the provision of
services in the area of disabilities is required.
Experience in Head Start programs and exposure to the
Head Start philosophy strongly preferred.
Knowledge of State of Michigan EPSDT requirements.

SPECIAL CONSIDERATIONS
Employees within this classification are required to:
-
Pass a drug screen, criminal background check and
National Sex Offender screening.
-
Pass a physical examination and Tuberculosis (TB) test every
two years.
-
Maintain a current First Aid and CPR certification
(training provided).
-
Be able to bend, stoop and kneel and lift up to 60
lbs.
-
Be able to sit on the floor with children.
-
Possess a valid driver's license with a driving
record in compliance with Community Action insurance
carrier requirement and have reliable
transportation.
-
Be able to perform duties in an active environment
with changes in climate and noise level.
SALARY: $14 per hour
